Wildlife Ministry Unveils National Code of Conduct for Eco-guards
Yaoundé, March 28, 2024 - In a bid to strengthen conservation efforts and mitigate conflicts between stakeholders, the Ministry of Forestry and Wildlife (MINFOF) has introduced a National Code of Conduct for Eco-guards. This landmark initiative aims to streamline the activities of eco-guards across all Protected Areas in Cameroon, ensuring uniformity, professionalism, and adherence to ethical standards. The new code was signed Thursday March 28, 2024 at the Yaounde Hilton Hotel.
Eco-guards and forestry staff working within Conservation Services play a pivotal role in safeguarding the nation's biodiversity hotspots. However, the absence of a standardized code governing their conduct has often led to conflicts with local communities, indigenous groups, and private operators operating in and around these protected areas.
Recognizing these challenges, MINFOF has spearheaded the development of a comprehensive Code of Conduct for Eco-guards, in collaboration with sectoral administrations and conservation stakeholders. This document serves as a guide for eco-guards, outlining their responsibilities, ethical obligations, and expected conduct while carrying out their duties.
"By establishing a National Code of Conduct for Eco-guards, we are taking a significant step towards promoting professionalism, accountability, and harmony in conservation efforts," stated a Cameroon’s Minister of Forest and Wildlife, Dr. Jules Doret Ndongo. "This document not only sets out clear guidelines for eco-guards but also fosters collaboration with local communities and stakeholders, ensuring sustainable conservation practices."
The newly introduced Code of Conduct addresses critical areas such as ethical behavior, respect for human rights, participatory management, and the protection of indigenous peoples' rights. It emphasizes the importance of upholding human rights and professional integrity during patrols, surveillance, and enforcement activities within Protected Areas.
Furthermore, the Code of Conduct underscores the importance of ecological monitoring, restricting access to integral protection areas, and conducting crackdown operations to combat poaching and illegal wildlife trafficking effectively.
"We believe that by implementing this National Code of Conduct, we can enhance the effectiveness of conservation efforts while fostering positive relationships between eco-guards and local communities," added Minister Ndongo.
The development of the National Code of Conduct for Eco-guards was facilitated by the technical assistance of the World Wide Fund for Nature (WWF) and collaboration with various government ministries, conservation agencies, and park conservators. MINFOF extends its gratitude to all stakeholders for their contributions towards this initiative.
Moving forward, MINFOF is committed to ensuring the effective implementation of the Code of Conduct across all Protected Areas in Cameroon, promoting a culture of professionalism, integrity, and cooperation among eco-guards and stakeholders alike.
