South African municipalities find themselves in an unenviable position. While they would like to reduce their dependence on fossil fuel generated electricity by encouraging the investment by private sector in rooftop PV, increased investment will impact negative on the revenue that they generate from electricity sales.
This report provides municipalities with a better understanding of the future trajectory of household investment in rooftop PV. This is done through an in-depth analysis of the findings of a survey conducted by WWF SA and CRSES on the drivers of household investment decisions.
A critical finding for municipalities is that financial considerations and in particular the high upfront costs, are the most important deterrent to investment in rooftop PV. This means that should the costs of these systems decrease, municipalities will see an increasing investment and impact on revenue streams.
